The independent study consultants commissioned by DSD will compile public opinions and concerns collected. We will make use of the opinions for further study to introduce suitable enhanced elements based on the Project situation and interest of stakeholders in response to public concerns, with a view to further improving the Project.

Owing to the development of Sheung Shui and Fanling areas and sewerage network expansion, the existing SWHSTW will reach its design capacity of 93,000 m3/day in 2018. It is predicted that sewage flow will be up to 190,000 m3/day in 2034, including sewage generated from the population growth of Sheung Shui and Fanling areas, Fanling North and Kwu Tung North New Development Areas. In order to cope with the sewage flow build-up, it is necessary to improve SWHEPP in phases to increase its treatment capacity. SWHEPP Improvement Scheme will also improve the sewage treatment level from secondary to tertiary, enhance the landscape and odour control of the plant. It further improves the environmental performance of the plant.

SWHEPP Improvement Scheme will be divided into Main Works Stage 1 and Remaining Stages. Main Works Stage 1 is to cope with sewage flow generated from the population growth of Sheung Shui and Fanling areas and the sewerage network expansion. Remaining Stages will cope with the need of future development. The sewage flow in 2018 will reach the treatment capacity of SWHSTW, so it is suggested that Advance Works be started in 2015 (in progress). Then, Main Works Stage 1 will commence in 2019. Details of Remaining Stages will be announced separately. Improvement Scheme would increase, in phases, the treatment capacity to 190,000m3/day and upgrade to tertiary treatment level.

We strive to enhance the odour control measures in SWHEPP Improvement Scheme to minimize its potential nuisance to the community. All treatment units with odour emission potential will be covered / enclosed, and foul gas will be vented for treatment by deodourising units before discharge. Enclosed and sealed containers will be used for sludge disposal vehicle to minimize odour dispersion during transport. DSD will also plant trees within SWHEPP and its vicinity, and will also explore the types of plant with air purification function.

SWHSTW effluent is being treated to meet the discharge license requirement before discharge to Ng Tung River and will not cause pollution. SWHEPP Improvement Scheme will not only increase its sewage treatment capacity, but also adopt advanced treatment technologies to upgrade the sewage treatment level from secondary to tertiary, so as to fulfill the tightened effluent standards for SWHEPP Improvement Scheme.

According to North East New Territories New Development Areas - Environmental Impact Assessment Report, no adverse environmental impacts on air quality, noise, water quality, ecology, etc. will be induced to the nearby community during the construction and operation of SWHEPP after Improvement Scheme.

In response to the comments received from Sheung Shui Heung residents regarding the expansion of SWHSTW during Stage Two Public Engagement of North East New Territories New Development Areas Study, the Government decided to confine the Improvement Scheme in the government land to the north of Chuk Wan Street in addition to existing SWHSTW site. The land zoned as “Green Belt” to the north of Sheung Shui Heung in the current Outline Zoning Plan will not be used for the SWHEPP Improvement Scheme. If there is a need to further increase the sewage treatment capacity of SWHEPP, we will consider using more compact and space-saving sewage and sludge treatment technologies. Provision of new sewage treatment works will also be explored for other new developments in the future.
