Owing to population growth in the catchment and anticipated village sewerage completion, the existing SWHSTW will reach its design capacity of 93,000 m3/day in 2018. It is predicted that sewage flow will be up to 190,000 m3/day in 2034, including sewage generated from Fanling North and Kwu Tung North New Development Areas. In order to cope with the sewage flow build-up, it is necessary to improve SWHSTW in phases to increase its treatment capacity.

Shek Wu Hui Effluent Polishing Plant (SWHEPP) Improvement Scheme will also upgrade the sewage treatment level from secondary to tertiary, enhance the landscape, and odour control of the plant.
